Am I using the right program?

This is what I thought to be a very easy operation but I am completely lost! This is my first Animate project. 

I have 2 boxes that I want to change color and text when the user selects the desired color.

I'm I using the right program? I have alway been able to create projects like this in Flash but we are getting away from Flash because of the incompatibility with some mobile devices.
