How would one create a scrolling updatable 'bottom line' using text only?

I'm looking to replicate ESPN bottom line.  From a design perspective, is this feasible?  Practically, how would it affect the site?  Finally, is it possible in Muse or Edge Animate? I know I can do it using Javascript.
