Can someone help me loop an animation with the loop speed slowed down?

The project details changed slightly and I need to, instead of making ORANGE stop, have it loop but at a slower rate. How does one go about doing this? I have a feeling it's fairly simple, just don't know all the technical aspects of it. TIA!
