My stage is set at 768x1024 for the iPad, but the page only displays at 3/4 size... why?

I am using Adobe Edge to create web pages for use on the iPad 2 and 3.

For testing purposes, I created a page with a stage size of 768x1024. But when I use the Adobe Inspect or even use the iPad browser, the page only displays at 3/4 size.

Why is this. I cannot find this phenomenom anywhere on the web.
