How do I create a click-and-drag image like this one?

Hi,

I am interested in creating a click-and-drag image like the one featured here: http://xkcd.com/1110/

I would like to make it so that when the user clicks and drags on the stage, it moves/scrolls without the use of scrollbars.

If somebody could help with figuring this out and/or pointing me to the tutorial for this, that would be great.
