animated symbol based on mouse position over a symbol

I'd like to slightly move and scale a symbol based on the mouse position over the element. Move the mouse to the right, the symbol moves slightly to the left, move the mouse to the left, the symbol moves slightly to the right, up and down also. Like the follow eyes thing. I would think this would best be done with code. Any ideas?
