trying to control playing a symbol.

I have a symbol with a stop on its first frame and a stop on the playback control on the timeline, yet it plays before triggered.

It's a symbol that I want to play on rollover.

Also is it possible to add click or rollover code on the timeline, or does the code have to go on the element itself?
