Disable Mouseover Action until particular time on timeline

I'm attempting to animate the scale of a symbol using a mouseover action. But I need the animation contained within the symbol to complete before there is an option to apply the mouseover action. Otherwise, the scaling animation within the symbol conflicts with the scaling animation applied to the symbol. 

Is there any way to limit the function of a mouseover action after a particular time on a timeline?  I want the symbol to scale upon mouse over, but not until after the initial animation.
